The debate began with the new year when the poker club, located on the tribal lands of Kahnawake just outside of Montreal, installed 350 new gaming machines. The government, as well as local players, claim that these new devices are slot machines and that the property must start calling itself a casino; not to mention obtaining the proper permits from Quebec to operate as a casino. Electronic Gaming Devices Are Not Slot Machines
Playground Poker’s entire argument rests on the fact that an EGD is not a slot machine. They insist that, despite its visual appearance and game play mimicking a slot machine, its core mechanics and operational functions do not meet the statutory definition. And if it cannot be defined as a slot machine, then the property is not a casino, and therefore does not need a casino operator’s license.
Just looking at these pictures, it’s obvious why the locals are crying foul. They look like a slot machine in every possible way. Some feature modern video reels, while 10 of the devices are designed with the classic mechanical reels of yesteryear. Since they were first installed in January, Playground has been bragging about the number of jackpots they’re paying out on them; over $1,000,000 paid out to date.
But they are not slot machines, says Playground Poker! They are EGDs. And it’s becoming more and more apparent that the government of Quebec won’t intervene. They’ve made no move to do so yet, and confirmed this week that no plans are in place to do so, despite urging from the L’Union des tenanciers de bars du Québec.
Montreal Bar Owners Protest
In a group letter to Quebec’s Ministers of Justice, Finance and Public Safety, the Union argues that EGDs are no different from Video Lottery Terminals (VLTs). And while VLT games are not technically slot machines, they do require a provincial license to operate. Therefore the lack of action taken by the government is disconcerting to bar owners who properly maintain their VLT gaming licenses.
Peter Sergakis, president of the bar owners association, says Playground is illegally operating these devices. Not only are they a threat to the integrity of the Kahnawake gaming authority, they are a threat to all properly licensed bars in the Montreal area that host legal gaming devices.

Their perturbation in the matter comes less from the argument that the facility is moving forward with the purportedly unauthorized expansion, and more from the property’s denial of being a full-fledged casino. Definitions aside, Playground’s addition of 350 “electronic gaming devices” means the property looks and feels like a casino – just as those devices look and feel like slot machines.
